The Office of Advocacy's Small Business Quarterly Bulletin indicates that the number of business firm startups increased at the end of 2010, but those new businesses are starting with fewer employees than in the past. That's an important difference, since the Office also notes that "The establishments that start smaller tend to stay smaller throughout their lives."
The latest data also show that the number of business "deaths" and bankruptcies is down since 2009 and that overall, there is a "continuing but choppy" climb up in job creation and new business formation from the lowest point in the recession.
